Ambassador Hugo Roger Martínez Bonilla Minister of Foreign Affairs of El Salvador
He took office as Minister of Foreign Affairs of El Salvador on June 1st, 2009.
Previously, he was the President of the Foreign Affairs, Central American Integration and Salvadorans Overseas Commission, of the Legislative Assembly, for the 2009-2012 terms.
During the 2008-2009 terms, he was the Associate Coordinator of the parliamentary group of the FMLN. When elected to the Legislative Assembly he was part of head group of the legislative FMLN fraction.
In 2003, he was elected deputy; from 2006 to 2009, he was president of the Culture and Education Commission and member of the Foreign Affairs, Central American Integration and Salvadorans Overseas Commission. He started his parliamentary experience in 1994, being substitute deputy of FMLN fraction in the Legislative Assembly.
He has worked as Assistant to the Secretary General of the University Superior Council of Central America; Director of External Cooperation of the University of El Salvador and, from 2000 to May 31, 2009, he was member of the Consultative Commission of the Ministry of Foreign Relations of El Salvador.
He holds a degree in engineering from the University of El Salvador; a master’s degree in Engineering of the Formation and Systems of Uses, from the University of Toulouse, France. He has advanced studies in Business Administration and Management in the Central American University "Dr. Jose Simeón Cañas", in El Salvador; and in Administration of Human Resources, in the Latin American University of Science and Technology, Costa Rica.
He studied High Management Programs in the Central American Institute of Business Administration, Costa Rica, and in the Central American University "Dr. Jose Simeón Cañas", El Salvador, and has done several internships in Knowledge Specialization on the Political and Democratic Systems of the United States, Spain and Sweden.
In addition to Spanish, he speaks French and English.
